Joseph Harris writes pretty damn well. I think we can all infer that from reading the first few pages of his book. On those pages he understands that the structured, five paragraph essay is garbage to everyone who isn't a junior high school english teacher. And lets face it, there are a lot of people who aren't a junior high school english teacher.
As far as Harris' method of writing, I mean, the title of his book is called Rewriting. What do you think he does when he writes? If you guessed writes whatever he just wrote again, but better, you are correct! Also he wants his audience to have a better understanding of the purpose of their writing. Once you establish who is going to read your piece of writing, you can configure how you will write whatever it is your are going to write.
As far as a comparison between the Sullivan and Harris, I can picture that have the same basic thoughts upon writing. Sullivan being slightly more free with his writings and Harris slightly less free. Another point is that blogs are typically shorter than any writings that Harris would do.
